A chinook of salt air meets you as the floatplane pushes off from Vancouver Harbour, the city shrinking beneath a lattice of bridges and glass. Thirty-five minutes later you drop into Victoria’s Inner Harbour and step onto a dock where gulls argue over the day’s crumbs; the water here is an active stage—currents that push and pull, and whales that appear like punctuation to the landscape.
