The first twist of the mountain road makes the lowland heat fold away; fog and wind meet you on the plateau as you pull on a helmet and mount a scooter. Ahead, concrete bones of the 1920s hill station—hotel wings, a Catholic church and an old casino—sit like weathered props against wide views of Kampot's river threading toward the Gulf.
