You step into an air-conditioned luxury SUV and the city unfolds differently: rain-slick streets glint, ferries slice Puget Sound, and your driver-guide steers through quiet residential lanes rather than the freeway rush. The tour begins with a walk at the Ballard (Hiram M. Chittenden) Locks where boat elevators lift vessels between salt and fresh water, and the fish ladder draws a seasonal parade of salmon while herons and seals watch from the edges.
