Our recommendation is Vizcaya sandbar. There are other sandbars (bear cut/Nixon) which we can go but to have a great time on the water (that's why you go to a sandbar) you need a bit more time. FYI: There are no bars at the Sandbar 😂.
You can do most of the above together and in any order with more flexibility, and enjoy your time on the water without looking constantly at your watch. With 4 hours you have time to stay longer in one spot if you're having a good time.
All destinations above are available and also take time to properly enjoy Bear Cut and Nixon sandbar. No Name Harbor, Vizcaya Museum, and Key Biscayne area are options also.

Weather tide allowing: Stittsville and Fowey rocks. Super local vibe. Stittsville are some wooden houses built over the shallow waters past Key Biscayne in the early 1930s in the “prohibition” era where all the gambling etc. took place. Very cool and interesting. Google it.
Fowey rocks lighthouse. A lighthouse in the middle of nowhere with the most crystal waters around. Its BEAUTIFUL. Google it too. Weather allowing.
